Wyoming Health Insurance Premium Payment (WHIPP) Program
The WHIPP program has been offered as a cost savings program in Wyoming since January 1, 1993. WHIPP requires applicants who have other health insurance and significant medical expenses to complete a WHIPP application. If the other insurance is found to be cost-effective, the applicant is required to maintain his or her health insurance while Medicaid pays for the cost of the policy's premium, co-insurance and deductible. Other family members on the policy may also have these costs covered by Medicaid, if it is cost-effective.

- Qualified for a Medicaid program
- Medically insured by a policy that is cost-effective according to Medicaid standards

What does WHIPP cost?
There is no out-of-pocket expense to the client as the client’s private insurance and Medicaid pick up all costs including premium, co-payments and deductibles.
How do I apply?
Download an Medicaid Aged, Blind or Disabled Programs Application or Families and Children's (Healthcare Coverage) application. You will also need to complete the WHIPP application. Please contact your local Department of Family Services office with any questions.
What do I need to apply?
- Citizenship documentation and Social Security Number are gathered during eligibility determination for the initial Medicaid program
- Insurance policy
- Medical bills/Explanation of Benefits (EOBs) for the previous year
