Wyoming Health Insurance Premium Payment (WHIPP) Program

The WHIPP program has been offered as a cost savings program in Wyoming since January 1, 1993. Individuals whom are eligible for Medicaid and have other health insurance and significant medical expenses are required to complete a WHIPP application. If the other insurance is found to be cost-effective, the applicant is required to maintain his or her health insurance while Medicaid pays for the cost of the policy's premium, co-insurance and deductible. Other family members on the policy may also have these costs covered by Medicaid, if it is cost-effective. 

You must be:

  • Qualified for a Medicaid program
  • Medically insured by a policy that is cost-effective according to Medicaid standards  



What does WHIPP cost?

There is no out-of-pocket expense to the client as the client’s private insurance and Medicaid pick up all costs including premium, co-payments and deductibles.


How do I apply?

Download a Medicaid Application in English or Spanish or contact the Customer Service Center at 855-294-2127.   You will also need to complete the WHIPP application.  Please contact the Customer Service Center with questions.


What do I need to apply?

  • Citizenship documentation and Social Security Number are gathered during eligibility determination for the initial Medicaid program
  • Insurance policy
  • Medical bills/Explanation of Benefits (EOBs) for the previous year
