21st Century State Incentive Grant Overview

The Wyoming Department of Health, Substance Abuse Division and the Wyoming Department of Education are pleased to announce the award of 21st Century State Incentive Grant funds that are assisting communities to reduce alcohol, tobacco, and other drug abuse and promote academic success among young people. A total of $13.5 million was awarded to communities over three years ($4.5 million per year). The grant was awarded to twenty-six communities located throughout the State of Wyoming.

Four Braided Funding Streams

The 21st Century State Incentive Grant represented the braiding of four funding streams:

  • Wyoming State Incentive Grant (funded by the Center for Substance Abuse Prevention)
  • 21st Century Community Learning Centers Funds (funded by U.S. Department of Education)
  • Tobacco Settlement Trust Funds: Tobacco-Free Schools of Excellence Portion (administered by Wyoming Department of Health
       Substance Abuse Division)
  • Governor’s Portion of Safe and Drug Free School Funds (funded by U.S. Department of Education).

    Outcomes

    The funds were used to achieve the following outcomes:

  • Prevent alcohol, tobacco and other drug use, abuse and problems for youth ages 12 – 17
  • Reduce known risk factors and enhance known protective factors
  • Advance academic achievement through before- and after-school activities including during summer recess periods for youth of all
       ages
  • Serve populations not normally served by the state educational agency, such as school dropouts and youth in detention centers.

    Goals

    The braided funds addressed these primary goals:

  • Ensure community-wide collaboration in planning and implementation efforts
  • Implement and evaluate effective, research-based programs and strategies
  • Provide a range of services across a broad continuum of care

    Enhance sustainability in community efforts beyond the three-year funding cycle.
