(Wyoming Statewide Pandemic Influenza Response Exercise)

This will be a statewide functional exercise which will exercise and help validate state and local emergency response plans, especially ESF-8 (Health & Medical) and related pandemic influenza plans.

 S.P.I.R.E.   will exercise the following major objectives:

  1. NIMS/ICS/HICS,
  2. Disease detection and reporting,
  3. Mass prophylaxis
  4. Medical surge capacity
  5. Non-pharmaceutical interventions
  6. Communications to include WARN & WebEOC
  7. Continuity of Operations (COOP)

 Each participating County or Hospital will be responsible for:

-       RSVP to WDH Exercise Coordinator with intention to participate, level of participation, and a list of those organizations who will be participating in the exercise, a point of contact who will be responsible for exercise coordination within each county.

 -       Communicating objectives to the Exercise Design Team. (See Attachment 1) Each participating organization should complete an “Objectives Menu” as they apply to their organization.

 -       Selecting a venue(s) from where they will participate. (i.e. County or Hospital EOC)

 -       Coordinate with local agencies to include their participation. (i.e. Emergency Management Agency/Office of Homeland Security, Schools, Coroner, Elected Officials etc.)

 -       Providing a Point of Contact to assist with local coordination, exercise planning and design.

 -       Communicating phone numbers to be used during the exercise to the Exercise Design Team.

 -       Working with the Exercise Design Team to confirm/verify all applicable phone numbers prior to exercise.

 -       Conducting “Sign-In” at each venue and providing a copy of the Sign In form to WDH for the After Action Report.   (A Sign-In form will be provided by WDH).

 -       Selecting evaluators and providing feedback using Exercise Evaluation Tools during Hot Wash and in preparing the After Action Report.

Local health departments and tribal entities not wishing to participate fully in the exercise for all three (3) days may opt to participate for a day, half a day (minimum 4 hours) or by observing another agency’s involvement.
